Third party program setup.exe fails to setup the program.

This is a rare case that was found with the Asus Probe utility (from Asus web site) which is a program which reads the CPU and motherboard temperature,etc.
When I you click on setup.exe you hear a brief period of disc activity but then nothing happens.
The culprit may be the removal of the Operating System Component titled "Program Compatibility Engine" that is removing the system file apphelp.dll.
The problem setup files may be using out of date Microsoft libraries that XP is trying to patch prior to installing in order to make them compatible with XP.
Reinstalling the "Program Compatibility Engine" fixed the setup failure in this case.
